Clinton declined interview with inspector general, aides told to keep quiet about email server  


A longtime State Department official said he assumed that then-Secretary of State Hillary Clinton was using her personal email to "stay in touch with family and friends", not conduct official business.

In a two-hour deposition with the conservative legal watchdog group Judicial Watch last week, Lewis Lukens also said he offered to set up a "stand-alone" computer for Clinton to check her personal email account, only to be told that she "does not know how to use a computer to do email."

Lukens' testimony was released Thursday, the day after the State Department inspector general released a report criticizing Clinton's email setup, saying that it violated federal records rules and cybersecurity guidelines.
The FBI is investigating possible mishandling of classified information that passed through the server, which was set up in the basement of Clinton's Chappaqua, N.Y. home. Clinton has repeatedly denied any wrongdoing, and did so again Thursday.

I heartily greet and felicitate with all Nigerian children on the occasion of this year’s Children’s Day celebration.

I seize the opportunity of this year’s celebration which comes just two days before the first anniversary of the present Administration, to reassure our children and youth that we remain fully committed to fulfilling our promise of a better Nigeria for all of our people.

On this happy occasion for our children, I reaffirm my belief that it is the right of every Nigerian child to have access to quality and affordable education, as well as healthcare and other basic necessities for a good life, in a peaceful and secure environment.

The good health and well-being of Nigerian children remain a top priority on our agenda for national development and we have demonstrated our strong commitment in this regard with the allocation of N12.6 billion in the 2016 budget for vaccines and programmes to prevent childhood killer diseases such as polio, measles and yellow fever.

Other measures in the 2016 budget, such as the school feeding programme for children at a cost of N93.1 billion, will ensure that more children go to school and enjoy the fun of learning and growing together with their peers.
Despite the current economic and funding challenges facing our dear nation, my administration will continue to do all within its powers to achieve better living conditions and greater access to quality healthcare and education for all our youth.

It is a thing of joy that on this year’s Children’s Day, we can also celebrate the safe return of one of the Chibok girls, Amina Ali Nkeki and many other abducted women and children who have been freed from the clutches of Boko Haram by our gallant troops.

I assure all Nigerians and friends of the country, once again, that my administration will not rest on its oars until the ungodly terrorist sect is totally eliminated from our country.
As peace gradually returns to the insurgency-ravaged North-Eastern States, the Federal Government will continue to work diligently to ensure the rapid and full reintegration and rehabilitation of all internally displaced persons, including orphaned children in the region.

We will also sustain and strengthen ongoing actions to protect children more effectively from violence, child-labour, child-trafficking, forced marriages and other related offences.
In return, I urge you all to imbibe and exhibit in greater measure, the virtues of hard work, diligence, discipline, honesty, prudence, selflessness and patriotism which are essential for the actualisation of our vision of a truly great nation.

The world now looks up to our dear nation, Nigeria as an exemplary model of democratic ideals after the smooth transition that brought our Administration to power.
You, our children and youth have a very significant role to play in ensuring that our democratic institutions of governance are continuously nurtured, improved and strengthened to underpin national development and prosperity.

Women who get a prosthetic foot after losing a leg to disease or injury have limited shoe options, but an invention by five Johns Hopkins University students may change that. The university announced Wednesday that the “Prominence” could be the first non-custom prosthetic foot to adapt to high heels up to 4 inches high.
“High heels have become an integral part of the female lifestyle in modern society, permeating through all aspects of life— professional and social,” the mechanical engineering students wrote in a report of their project. “For female veterans of the U.S. armed services with lower limb amputations, that seemingly innocuous, but so pervasive, and decidedly feminine part of their lives is gone.”
Creating the ideal prosthetic proved challenging for the students, as the device needed to be easily adjustable for multiple shoe types, maintain its position without slipping, support a person weighing up to 250 pounds, weigh less than 3 pounds itself, and be slender enough to accommodate a woman’s shoe.

Students developed their project in two semesters by evaluating its function with mathematical equations, as well as with tests by machines and people, according to the release. After trying multiple options— including a mousetrap spring and balloon— the team settled on a 28-layer carbon fiber footplate to form the base of the foot as it best gave the foot the spring it needed at the proper weight.
The final device also uses a heel adjustment mechanism with two interlocking aluminum disks that opens and closes using an attached lever at the ankle.
Alexandra Capellini, a Johns Hopkins University junior studying public health, lost her right leg to bone cancer and was one of seven participants for the prosthetic test, which involved four types of women’s shoes.
“An adjustable ankle is useful in contexts even beyond high heels,” Capellini said in the release. “Ballet flats, sneakers, boots, and high heels especially, all vary in height, so an adjustable ankle opens up opportunities to wear a variety of shoes.”

Governor of the CBN, Mr. Godwin Emefiele Tuesday officially announced the introduction of a flexible foreign exchange rate regime that would effectively devalue the naira against the United States dollar at the official window.

The governor, who announced this during a briefing at the end of the Monetary Policy Committee (MPC) meeting at the CBN headquarters in Abuja, said he would give details of the flexible forex regime in a few days.

Authoritative sources with knowledge of the development told THEWILL that the CBN would set the new exchange rate at N250 – $1 from its current about N198 – $1 regime.

“The MPC (Monetary Policy Committee) voted unanimously to adopt a flexible exchange rate policy to restore the automatic adjustment properties of the exchange rate,” Emefiele said, adding that the “bank would retain a small window for funding critical transactions” and that “details of operations of the market would be released by the central bank at the appropriate time”.

The Governor also announced that the MPC retained the MPR at 12%, CRR at 22.5% and Liquidity Ration at 30%.

Kogi Government on Tuesday announced that it would within the week commence the payment of 5 months salary arrears to its workers.
Governor Yahaya Bello told newsmen in Lokoja said that the salary arrears would be paid from the N20 billion bailout funds received by the state government from the Central Bank of Nigeria.
Bello said that government had no intention of keeping the money for other purposes, stressing that it would be strictly used to offset the backlog of workers salaries.
The governor said the workers would receive their money through their bank accounts.
“We have a list of genuine workers being owed salary arrears, no committee will be set up to appropriate the bailout funds. The payment will follow the normal process in place for salary payment to workers through bank transactions,” he said.
On recent protest by some local government staff who were not on the cleared list released by the staff verification committee, the governor assured that the full authenticated list would be released soon.
“No single genuine worker will be left out unpaid, as a genuine worker, you will be screened and remain in service. After the exercise , if you are left out, the unions should come forward with such names and you will be paid. Those benefiting from the rotten system will not want the exercise to succeed; no way for ghost workers. It is not the present exercise that is the problem, the crime committed in the past is the problem, we will not be intimidated,” the governor said.
Bello also reiterated the resolve of the administration to probe all contracts awarded by his predecessors.
“Those who looted, we will fish them out, recover the looted funds and prosecute them,” the governor added.
The club officially announced the news this afternoon after private meetings between club Chief Executive Ed Woodward and Louis Van Gaal and both parties agreed that he had to go after missing out on the season's target of Champions League qualification, despite winning the FA Cup on Saturday.

The Chairman, Senate Committee on the Federal Capital Territory (FCT), Otunba Dino Melaye, on Sunday stunned holy congregation at the Apostolic Church Nigeria, Oke-Ayo (Iluafon) Assembly in his home town, Ayetero-Gbede, Kogi State, when he narrated how was tempted to seek diabolical means during preparations for the 2015 general election.




According to him, the several temptations were to ascertain his fate at the election on the platform of the All Progressives Congress (APC) in which he floored his arch rival, Smart Adeyemi of the Peoples Democratic Party (PDP).


Melaye who is representing Kogi West, made the revelations during a special thanksgiving service and empowerment programme for youths in the area, attended by 26 Senators and all traditional rulers in the area.



During the empowerment programme, 18 seater Toyota Hiace Bus valued at N9 million each was donated by him to the Christian Association of Nigerian (CAN) in Kogi West, Council of Ulamas, Kogi West and the National Automotive Technicians and Artisans Association (NATA) and Ijumu Development Union (IDU). 

Other items donated include a 32 seater coastal Bus to a Non-Governmental Organisation (NGO) within Kogi West valued at N32 million; electric grinding machines to widows in all the 85 wards of Kogi West; sewing machines to indigent apprentice who have completed their trainings and driers and salon kits.

Melaye also doled out computers to secondary schools within the senatorial district; 250 telephones to dedicated his loyalists valued at N100,000 each.

The Senator who had earlier done 100 boreholes in Kogi West Senatorial District, gave out scholarship to indigent persons in all the wards. 



He however added a new dimension to the purity and supplication when he rolled on the floor of the church, wept before God and thanking God for His mercies to the admiration of the congregation.



According to him, some of his core loyalists who were so deeply concerned about his fate ahead of the election, tempted him to seek victory prediction through different diabolical means, including soothsayers, for which he flatly rejected.

Melaye said, "When I was contesting election, even from among my supporters, some people came with various advice. In fact, somebody came that I should go to the seven Local Government Areas and fetch the soil of the seven LGs. He said that was the way to my victory and I laughed at his ignorance. But I rejected because I've vowed that I will never be diabolical in my life, it pleases to served God."

Speaking about his election court cases in the Election petition tribunal, the senator, regretted what he called "unnecessary court cases", he went through from his political rival, but thanked God for granting him victory in all.

He said, "After the victory, I was taken to the tribunal. I'm one of the few persons in this country who was taken to different courts for four times. I went to four different courts. It all started from the tribunal to Apeal Court. The Court of Appeal ordered retrial of the case at the tribunal and we started again.

"When again we finished from the tribunal and went back to the Court of Appeal, external forces came in. But in all these, God saw me through. External forces came in during the second time I appeared at the Court of Appeal. But God, in His mercy, gave me victory for the second time."


   

An EgyptAir flight traveling to Cairo from Paris crashed early Thursday with 66 passengers and crew members on board, Egyptian aviation officials confirmed.

Flight 804, an Airbus A320, was lost from radar at 2:30 a.m. Cairo time (8:30 p.m. EDT) when it was flying at 37,000 feet 175 miles north of the Egyptian coast., the airline said. Egypt Air later confirmed that a signal had been picked up from the plane two hours after it disappeared from radar, thought to have been an emergency beacon.

Officials from Egypt's Civil Aviation ministry said the "possibility that the plane crashed has been confirmed," as the plane failed to land in any nearby airports.


Egyptian military aircraft and navy ships were searching for debris from the plane, which was carrying 56 passengers, including one child and two babies, and 10 crew. EgyptAir later confirmed the nationalities of those on board as including 15 French passengers, 30 Egyptians, one Briton, two Iraqis, one Kuwaiti, one Saudi, one Sudanese, one Chadian, one Portuguese, one Algerian and one Canadian.

The Ayuba Wabba-led faction of the Nigeria Labour Congress (NLC) has threatened to ground flight operations at the Murtala Muhammed International Airport (MMIA), Lagos from Thursday, if the Federal Government refuses to revert the pump price of petrol to N87 per litre.

The News Agency of Nigeria (NAN) reports that Adelegan Solomon, Vice-President, NLC, made this known while addressing protesters at the MMIA over the government’s removal of fuel subsidy.
Solomon, who is also the President of the Amalgamated Union of Public Corporations, Civil Service Technical and Recreational Services Employees (AUCPTRE), urged Nigerians to unanimously reject the hike in fuel price.
According to him, the N145 per litre announced by the Petroleum Products Pricing Regulatory Agency (PPPRA) will further increase the suffering of ordinary Nigerians.
He noted that Air Traffic Controllers (ATCs) were members of AUCPTRE, adding that arrangements have been perfected to ground flight operations at the airport from Thursday.
“Today, few planes have taken-off and landed on this airport but by tomorrow, no plane will land or take off. It is operation occupy Lagos State,” Solomon said.
Also speaking, the President, Academic Staff Union of Universities (ASUU), Dr. Nasir Fagge, said Nigerians must remain united against the ruling class.
“We are convinced that what is going on now is a war of liberation. We in ASUU believe that any change that does not lead to transformation is underdevelopment,” Fagge said.
NAN reports that flight operations were hitch-free on Wednesday at both the international and domestic wings of the airport, despite an early morning protest by the National Union of Air Transport Employees (NUATE).
Employees of the Federal Airports Authority of Nigeria (FAAN), the Nigerian Civil Aviation Authority (NCAA) and the Nigerian Airspace Management Agency (NAMA), also resumed at their offices, as directed by the government. 
Victoria Menta, Commissioner of Police, Lagos Airport Police Command, who deployed officers around strategic locations at the airport, later met with the union members and enjoined them to be peaceful.
However, some travellers were left stranded for several hours, due to the traffic caused by the protesters.

The Senior Staff Association of Nigerian Universities, SSANU has joined in the nation-wide strike organized by the Ayuba Wabba-led faction of the Nigeria Labour Congress, NLC. According to the Union, they are an affiliate of the NLC and have to abide by the directives of the union

 National President of the association, Professor Biodun Ogunyemi, sent out a letter to the congress nationwide yesterday May 17th.

According to Ogunyemi, the move by the government to remove oil subsidy and increase fuel pump price from N86.50 to N145 per liter is obnoxious and callous.

Part of Ogunyemi's letter reads

"Increase in Pump price of Premium Motor Spirit to N145 perlitre: Proposal for Joint Action with NLC stated that ASUU members are called upon to according to our Union’s principles, fully respect Article 2 of the Constitution of ASUU; that our Union and members shall work for the protection and advancement of the socio-economic interests of the nation. Branch Chairpersons are to conduct emergency congress meetings on Tuesday 17 May 2016 to mobilise our members for the action commencing on Wednesday. All branches of ASUU nationwide are to comply” According to Ogunyemi, the reasons for joining the NLC strike includes “delayed, partially paid and in most cases unpaid salaries for a number of months by state, federal and local governments, disguised retrenchment of workers, especially by State Governments, in the name of verification exercise and endless hunt for ghost workers and heavy taxation”.

Co-founder of the Bring Back Our Girls Advocacy group, and former Minister of Education, Oby Ezekwesili on Wednesday has said that the Civilian Joint Task Force found one of the missing Chibok girls.

She disclosed this in a tweet, saying that the Chairman of the Chibok community in Abuja, Tsambido Hosea confirmed the reports.


19 year old Amina Nkeki pictured above with a baby is the missing Chibok girl that was rescued by the Borno state Civilian Joint Task Force (JTF).

Woman in Saudi Arabia was divorced by her husband minutes after their marriage as she ignored him and kept on chatting with her friends on mobile phone

 A relative said after the wedding ceremony the Saudi bride and groom went to their hotel room in Manama in Bahrain and when he tried to consummate their marriage, his wife decided to use that time to reply friends who had sent their congratulations.

The groom wanted to talk to her but she ignored him. When he asked her about the reasons, the bride said she was busy communicating with her friends who were congratulating her on their marriage on the mobile During the heated argument between them, the groom told her he was divorcing her and left the hotel.

The relative said that the groom filed for a divorce, the case was filed and the court referred it to the reconciliation committee to see if the newly-weds could be reconciled. But the groom refused to withdraw the case insisting he was no longer in being married to the bride and that the divorce case should proceed.

The Federal Government has advised all workers in the Civil service to resume for work today, saying no work no pay rule will be invoked in all ministries, agencies and department. Speaking after a meeting with labor yesterday May 17th, Secretary to the Government of the Federation, Babachir Lawal said:

"The National Industrial Court has given an injunction that no strike by NLC and TUC should hold tomorrow (today). It is therefore clear that anyone embarking on strike tomorrow (today) is doing so illegally and government is assuring all Nigerians to come out and do their jobs tomorrow (today). It the duty of government to provide security for her citizens and anyone who tries to coerce any worker to do their bidding would be made to face the law of the land. We had full cooperation with the Trade Union Congress of Nigeria and they said they are not going on strike.For them, it is a complete return to work tomorrow (Wednesday).
"It is not the same with the NLC however. They have two factions, one agreed completely with the position of the TUC. Government, therefore, calls upon and advises all workers to respect the laws of the land and to desist from participating in an illegal action. Government undertakes to guarantee the safety of workers and their workplaces, and expects that normal work will continue in the interest of the nation.
"Accordingly, security agencies have been directed to ensure unimpeded access to offices, workplaces and markets. Accordingly, all ministers, permanent secretaries and heads of government agencies are hereby directed to invoke the provision of ‘no work no pay’ in respect of any staff member who absents himself or herself from work to join the strike. Attendance registers are required to be opened in all Ministries, Departments and Agencies.”‎he said

The Federal Government on Tuesday expressed determination to migrate the Military to the Integrated Payroll and Personnel Information System (IPPIS) before December.

The Minister of Finance, Kemi Adeosun, said this during the meeting of the Continuous Audit Team of the Federal Government with the Military finance team in Abuja.

The News Agency of Nigeria (NAN) recalls that the Federal Government had set up the Continuous Audit Team to look into the finances of Federal Government’s ministries, departments and agencies.
The team embarked on the audit of the military payroll following revelations during the trial of a former Chief of Defence Staff, Air Marshal Alex Badeh.

It was revealed at Badeh’s trail that the sum of N558.2 million was allegedly diverted monthly from the Nigeria Air Force account into private pockets.

“We do plan to enrol all our military payroll to IPPIS before the end of the year, but in the interim it is necessary to respond to allegations and revelations of excesses on the payroll. We want to investigate whether or not they are true and correct and also to ensure that whatever steps have been taken to block those leakages in future were effective and adequate.

So, it is in this light that I discussed with the minister of defence the need to carry out an audit of the military payroll to improve the controls and make sure that every naira going to the military is for valid reasons,” she said.
Adeosun said the ministry was making efforts to quickly automate the payroll of all the branches of the armed forces to avoid such occurrences in future.

The Permanent Secretary, Ministry of Defence, Danjuma Sheni, assured the audit team of the ministry’s cooperation throughout the exercise.

“This initiative could not have come at a better time as the minister of defence and I am concerned about the revelations in the papers about certain activities concerning the payroll of the armed forces. Afterwards, we began a process which led us to the ministry of finance and we are very comfortable with the action that is being taken today,” he said.

The Head of the Continuous Audit Team, Mohammed Dikwa, said the team was also looking at enrolling the military into the Government Integrated Financial Management Information System (GIFMIS).
He said this would help to keep proper accounts and effective tab of the resources of the Army, Navy and Air Force.
